Israeli property value is settled on recorded comparable transactions. Every deal is reported to the Tax Authority and published, but the data sits behind an interface nobody can practically query, so when the bank's appraiser returns a number below the purchase price, or the local committee sends a betterment levy bill, most people have no way to check the figure and simply accept it. Both numbers are challengeable, and both have hard deadlines that expire quietly.
