The Problem

A child with a life-threatening food allergy in Israel has real, written, binding rights, and almost no parent knows what they are. The Ministry of Education obliges the gan, school and tzaharon to declare allergen-free zones with visible signage, plan holiday and trip menus around the allergen in advance, and avoid exclusion. Bituach Leumi pays an allowance for qualifying food allergy, but only between ages 9 months and 10 years and only with evidence most families never assemble in time. Families end up negotiating from scratch every September, from a position of not knowing what they are owed.
