Israeli Returning Resident Customs & Vehicle Planner
Trusted86/100Plan customs and vehicle import before you return to Israel: how many shipments, how many TVs, the 9-month window, whether shipping your car pencils out, and why returnee customs are not olim customs. Produces a per-shipment declaration draft, a vehicle decision worksheet, and a timeline of windows from the day you land.

Returning residents conflate their customs benefits with olim chadashim and lose thousands of shekels: an oleh gets 3 shipments and a full purchase-tax exemption on a vehicle, a returnee gets only 2 shipments and no purchase-tax exemption on a vehicle. AI agents quote outdated VAT (17% instead of 18% from 2025-01-01), miss the 9-month customs window that starts on entry day (not on certificate issue), and fail to warn about the 12-month vehicle hold-period before transfer of ownership. This skill separates the returnee track from the olim track, produces a ship-vs-buy-local vehicle worksheet, and surfaces the deadlines that get missed.

Returning after 12 years in California. I have a 2022 Toyota hybrid worth about $28,000 there. Worth shipping to Israel or selling and buying locally?
How many shipments is a returnee allowed? I have one container with furniture and boxes, plus a small air shipment with electronics. Is this one shipment or two?
I entered Israel on May 3, 2026 to start work. I haven't received my returning-resident certificate yet. When does the 9-month customs window start?
I want to bring a drone, a personal handgun in a holster, and a pedigree dog. What do I need to arrange in advance before paying for the container?

Confirmed: no car-tax discount for toshav chozer (NBN), 9-month window NOT extendable, 12-month bealut restriction. Added: vehicle class M1/M2 ≤3,500 kg, type-approval docs per origin country (EU COC or US/Canada FMVSS+CARFAX+km speedometer), full pet specs (4mo age, rabies titer ≥0.5 IU/ml, ports BG/Haifa/Ashdod/Eilat), NBN+Shivat Zion+Belong reference links. Critical port-rejection rules added: right-hand-drive (RHD) bar (UK/Japan/Australia returnees), EURO 6d-final emission floor since Jan 2022 (US-spec EPA Tier 3 without EU equivalent rejected), ESC (תקן 124) mandate, LPG/CNG fuel ban. Foreign-spouse BL-name trap, pre-registration safety inspection (NIS 1,500-2,500), compulsory motor insurance before driving off port. BLOCKING fix: "Nahal 416" misidentification corrected — per gov.il, Nahal 416 is the broker-licensing procedure NOT bealut-removal; replaced 16 occurrences with the correct "bealut-removal application procedure".

Enhances the israel-statistics MCP server with index interpretation and economic context. Do NOT use for non-Israeli statistics or financial forecasting.

Ties together, in one place, every financial entitlement a death triggers in Israel. Checks who counts as a she'er, estimates the monthly Bituach Leumi survivor's allowance from the current rate table (by age, number of children, and seniority increment), and also flags the work-related-death dependents' allowance track, the death grant, the pension-fund survivor's pension, and provident-fund and life-insurance payouts. Use when a close relative has died and the family needs to know what it is owed and which form to file with each institution, because almost no payment arrives automatically and each must be actively claimed. Do NOT use for burial logistics or asset transfer, for writing a will or a succession order, or for general non-death Bituach Leumi questions, and always recommend a pension advisor or lawyer for complex cases.
