Israeli Business War Compensation

Calculator and filing guide for the Israeli Tax Authority's indirect-damage business compensation under both the Shaagat HaAri (March-April 2026) and Iron Swords (October 2023 onward) frameworks. Covers businesses, NPOs (≥25% activity income), and daycare operators (private/supervised maon, mishpachton). Computes eligibility by turnover decline (25% threshold for monthly VAT filers, 12.5% bi-monthly), wage participation grant (75% × decline rate × wages, capped at average wage 13,773 NIS × employees), small business continuity grant for turnover up to 300,000 NIS via the Treasury table (1,833-14,691 NIS per damage period), 100% northern-border tracks (Mahzorim, Red), and 100,000 NIS red-track advance for border-area businesses. Surfaces the 10-day חל"ת rule (per Treasury 30.03.2026 brief), routes across all mutually exclusive tracks, builds the document checklist, and surfaces the tax bill on the grant itself. Use when a business owner, NPO administrator, or daycare operator asks about war compensation, indirect damage, employee חל"ת, or how to file with the Tax Authority. Do NOT use for direct property damage (israeli-war-damage-claims), the employee-side dmei avtala filing (israeli-unemployment-benefits-navigator), or personal reservist compensation (israeli-miluim-manager).

The Problem

When war disrupts an Israeli business, lost revenue, idled employees on חל"ת, and fixed costs that keep ticking can mean thousands of shekels in compensation per month — but the rules are split across two parallel frameworks (Iron Swords 2023 and Shaagat HaAri 2026), four mutually exclusive tracks, and a maze of thresholds that depend on VAT filing cadence, business location, turnover size, and employee headcount. Filing under the wrong track or missing a 25% / 12.5% threshold by a single percentage point forfeits the claim for that period.

When to Apply

  • When a business owner asks how much compensation they qualify for due to revenue decline from war (Shaagat HaAri or Iron Swords)
  • When employees were placed on חל"ת for 14 consecutive days or more and the wage participation grant needs to be calculated
  • When a northern business evacuated since October 2023 needs to know which baseline applies and which track to file under
  • When a business owner needs the document checklist for filing the indirect-damage claim on gov.il
  • When a denial or partial approval was received and the השגה / ערר timelines need to be explained

My business turnover was 280,000 NIS in March 2025 and dropped to 168,000 NIS in March 2026. I have 5 employees, paid 70,000 NIS in wages in March 2026, and 28,000 NIS in monthly fixed expenses. How much grant am I entitled to under Shaagat HaAri?

I placed 3 employees on חל"ת for 12 consecutive days during Shaagat HaAri. What are my rights as employer and what are the employees' rights? What is the minimum number of days for them to receive dmei avtala?

Track exclusivity

I have a business with 250,000 NIS annual turnover. Can I claim both the small business continuity grant and the wage participation grant?

I operate a private daycare with 30 children that was closed in March 2026. If I refund part of the tuition to some parents, am I eligible for compensation, and under which track?

Runs a structured check on whether an image or video is AI-generated, digitally manipulated, or authentic-but-miscaptioned, and produces a sourced verdict with a confidence level. Use when someone forwards a dramatic war or news photo or clip on WhatsApp or Telegram and you want to know if it is real, when a journalist or community moderator needs a verification report before sharing, or when a suspicious image or voice claims to be a known person. Combines signed provenance (C2PA, SynthID, EXIF), a visual inspection against an artifact checklist, and source tracing (reverse-image search, geolocation). It is a verifier, not a magic detector, and it says can't-verify honestly. Do NOT use for numeric claim fact-checking (use israeli-fact-checker), for generating deepfakes, or as legal forensic certification.
